Region 3: Local Government Implementation of the Americans With Disabilities Act: An Exploration of Activities and Factors Affecting Statutory Compliance

This study focuses on the Mid-Atlantic region’s compliance under Title II of the ADA. This study addresses this gap via a comprehensive analysis of implementation and compliance issues that will spotlight some of the persisting challenges regarding implementation and compliance under Title II and track trends that inform the development of training and resource materials, fact sheets, and technical assistance for the Mid-Atlantic ADA Center.

Research Questions:

RQ:  What is the status of implementation and compliance with Title II by cities and municipalities in Region III?

The overall research design for addressing this question incorporates two methodologies: Part 1: an online survey of implementation factors and issues elicited from ADA Coordinators in each county covered under Title II, and each state’s largest cities, and Part 2: a legal analyses of Title II cases filed in federal district courts in Region III, which will complement the analyses and interpretation of the results of Part I, as well as offer potentially significant evidence of training and technical assistance needs to proactively address plaintiff issues and complaints under Title II.
